National Development Programs, to be or not to be, that is the question. Asks, Conor Skehan, utilitarian goals or broadly social ones? ( Maybe Both? ).

In the  COMMENT page of the Sunday Independent of Sunday, April, 28 th. 2019.        Conor Skehan, Lecture at the Technplogical University of Dublin, and former Chair of the Housing Agency Puts the question, should the multiple stakeholders in the social and economic advancement of the Irish State and various aspects of National Development plans such as National Broadband, the Metro and the Children’s Hospital, consider if they are missing the point by focusing on failures rather than on the value of constant endeavour to achieve for the future, against all the odds. Any answers??
