Taxis: 4 + 1 is this now banned?

About the new Anti- Covid19 regulations,That There are to be no greater than four people out together in public. Would this Mean that a Taxi can’t carry more than three passengers?

Bearing in mind, standard taxis are licensed to carry four passengers plus driver, that’s five people together in a confined public space!
